• 2022 Ballot Question

    At the regular meeting on August 22, 2022, the Board of Education approved BOE Resolution 2022-12. This resolution places the following title and question on the November 8, 2022 ballot:

     

    BALLOT TITLE

    Six (6) board member positions for the U.S.D. 259 Board of Education are now elected from separate districts and one board member is elected at-large. Voters in primary elections vote for member positions from the district where they reside and for an at-large member position. Voters in general elections vote for member positions from all six (6) districts and for the at-large member position.

    It is proposed the method of electing board members be changed to a system wherein voters in both primary and general elections vote for the member position from the district where they reside and for the at-large member position.

    QUESTION

    SHALL A CHANGE IN THE METHOD OF ELECTION AS DESCRIBED ABOVE BE APPROVED?

    The Wichita Public Schools Board of Education consists of seven members elected to four-year terms. Six of the board members must live in six specific geographic districts, while the seventh can live anywhere in the district at large. Primary elections for district seats are held by district, but general elections are held district-wide for all seats.

    The voting plan adopted by a majority of the electors at the regular election held November 8, 1994, is Voting Plan B, defined by KSA 72-8003 (b): "All electors, who are otherwise qualified according to law, and who reside in the member district, may vote in the primary election for the member positions of such member district and for the at-large member position. All electors, who are otherwise qualified according to law, and who reside in the school district may vote in the general election for all member positions, including the at-large member position to be filled."

    The voting plan offered on the November 8, 2022, ballot question is Voting Plan C: "All electors, who are otherwise qualified according to law, and who reside in a particular member district may vote in both the primary and general election for the member positions of such member district and for the at-large member position."

  • How would changing voting plans work?

    Current voting plan:  Sam Smith resides in District 1 of USD 259. Sam Smith may vote in the primary election for District 1. Sam Smith may also vote in the general election for District 1, as well as any other general election for a Board Member seat in Districts 2 through 6. When the at-large Board Member position for USD 259 comes up for election, Sam Smith may also vote in the primary and general election for that position. 

    Revised voting plan: Sam Smith resides in District 1 of USD 259. Sam Smith may vote in the primary election for District 1. Sam Smith may also vote in the general election for District 1, but not in the general election for a Board Member seat in Districts 2 through 6. When the at-large Board Member position for USD 259 comes up for election, Sam Smith may also vote in the primary and general election for that position.

  • Who may vote on the ballot question?

    All registered voters residing within USD 259 boundaries may vote on the ballot question. Election Day is November 8, 2022. Early voting begins October 19, 2022.

  • Would changing voting plans affect where by student goes to school?

    No. Changing voting plans does not affect district boundaries. It also does not affect building attendance maps or high school feeder patterns. The only change is in how school board members are elected.

    No. Changing voting plans has no impact on bus eligibility.

  • If voting plans change, when would they go into effect?

    The first elections to occur if voting plans change occur on November 7, 2023.

    At this election, BOE seats in District 3 and District 4 as well as the At Large seat will be on the ballot.

    Note: Elections for the At Large seat are unaffected by any ballot change. This seat would remain elected district-wide.
