P3515 Voluntary Retirement Plans
This policy establishes the district’s voluntary retirement savings plans, allowing eligible employees to participate and select plan investments from approved investment providers for 403(b) and 457(b) plans through payroll deduction in accordance with applicable laws and District procedures. The policy also outlines requirements for plan administration, approved investment providers, and representative access to District facilities.
- 403(b) Plan
- The district offers eligible employees the opportunity to participate in a 403(b) tax-sheltered annuity plan (“the Plan”) through payroll deduction.
- Investment providers must be approved as participating service providers under the OMNI P3 Preferred Provider Program (“OMNI P3”) and be authorized to offer their products in the State of Kansas. A current list of OMNI P3 providers, as well as the steps taken for inclusion in the OMNI P3 program, can be found at http://www.omni403b.com.
- Nothing in this policy restricts employees’ ability to work with an OMNI P3 investment provider or their representatives outside of District property or through virtual communication.

- The district also offers a 457 deferred compensation plan administered through a single approved provider. Representatives of the 457 provider may be permitted access to District facilities for purposes related to plan participation, subject to District guidelines and administrative approval.

- Representative Access and Employee Solicitation
- To minimize disruption to learning environments, investment provider representatives and agents are limited to District-sponsored events (e.g., benefit fairs, open enrollment sessions) and must be approved in advance by District administration.
- Solicitation of employees on District property, including unscheduled visits or distribution of marketing materials, is prohibited.
