It is expected that students will meet district instructional/learning objectives and advance one grade level each year based upon demonstrated competency relative to the instructional/learning objectives. A student may be reassigned to a lower or higher grade during the school year or retained or accelerated at the end of a school year.
Administrative Implemental Procedures:

The principal is responsible for the grade and classroom placement of students.

Factors to be considered in the placement of students include the following as appropriate and available:

Level of achievement relative to district grade-subject instructional/learning objectives.

Standardized achievement and aptitude test results.
-
Teacher’s evaluation
-
Parents’ request
-
Social and physical development
-
Chronological age
-
Reassignment to a lower or higher grade during the year, or retention or acceleration at the end of the school year, will be done after consideration of the following:

Recommendation of the teacher(s)

Review by members of the Child Study Team as appropriate

Parent consultation. The parent(s) or lawful custodian will be notified in writing regarding reassignment, retention, or acceleration.

Normally, six years will be required for completion of elementary instructional/learning objectives. Some students may require additional time while others may require fewer years to meet the objectives.

Special attention will be given to placement of students in all grades whose achievement is below grade level. Individual educational programs and/or additional time requirements will be considered for students whose achievement levels are significantly below grade expectations, with special attention given at kindergarten, first, third, and fifth grade levels.
