Joint Statements Regarding 2019-20 Negotiations between Wichita Public Schools and United Teachers of Wichita

The Interest Based Bargaining (IBB) team convened for the sixth meeting of this year’s negotiation session today, June 10th, at 3:30 p.m. The IBB team comprises representatives from both the United Teachers of Wichita (UTW) and representatives for the Wichita Public Schools Board of Education. (BOE)

Our session’s agenda included a reviewing a Certified Attendance Matrix, and discussing non-monetary items and compensation.

Below is a summary of the discussion:

Certified Attendance Matrix

Discussions regarding a certified attendance matrix were held by the team. Clarification was sought by the BOE team related to UTW’s position that current contract language allows for teacher dismissal due to attendance concerns. The item was tabled.

Elementary Plan Time:

A request was brought that elementary plan time be increased from 232 minutes a week to 262 minutes a week. It was shared that professional development next year will have a different structure to allow for more collaboration and application of learning. The item was tabled.

Compensation Requests:

A proposal was made for the following compensation items:

  1. A 6% increase to the salary schedule
  2. Steps and Tracks
  3. Longevity
  4. Steps to bring into proper place those employees that were frozen in the past.

As part of the IBB process, all communications regarding negotiations will be sent as a joint message from this team. 

Our next IBB session will be held on June 24th at 1:30 at AMAC. We will review information gathered regarding the certified attendance matrix and will continue to discuss monetary items and compensation.

The Interest Based Bargaining (IBB) team convened for the fifth meeting of this year’s negotiation session today, June 5, at 1:30 p.m. The IBB team comprises representatives from both the United Teachers of Wichita (UTW) and representatives for the Wichita Public Schools Board of Education. (BOE)

Our session’s agenda included a presentation from Susan Willis (Chief Financial Officer), discussing Peer Consultant Contract Language, reviewing a Certified Attendance Matrix, and discussing non-monetary items and compensation.

Below is a summary of the discussion:

Presentation from Susan Willis, Chief Financial Officer

The team began the meeting reviewing the budgeting process used to meet the needs of the district. It was stressed that priority for budgetary requests are given to items aligned to the district’s strategic plan/goals. This information will be used to develop compensation packages and when considering other financial items.

Peer Consultant Contract Language

The team reviewed proposed changes to the language in the contract for peer consultants. The team came to a tentative agreement to implement the proposed changes for the 2019-2020 contract in Article XV, Section G, Paragraph 3. A request for additional peer consultants has been made and will be reviewed as part of the compensation package. Discussions regarding Peer Consultant Board membership was revisited by the team. No consensus was reached on this topic. 

Certified Attendance Matrix

Discussions regarding the need for a certified attendance matrix was discussed by the team. The team agrees attendance is important to ensure student success. Further clarification regarding the current process for addressing certified attendance issues will be sought and information will be brought to the next IBB session for continued discussion.

The Interest Based Bargaining (IBB) team convened for the fourth meeting of this year’s negotiation session. The IBB team comprises representatives from both the United Teachers of Wichita (UTW) and representatives for the Wichita Public Schools Board of Education. (BOE)

Our fourth session’s agenda included discussing Standards Referenced Grading, Peer Consultant Contract Language and a draft of a Certified Attendance Matrix.

Below is a summary of the discussion:
Standards-Referenced Grading (SRG):
Our team began our meeting discussing standards referenced grading. The team discussed answers provided to previous questions by our Learning Services department related to SRG and the feedback process.

Peer Consultant Contract Language:
Contract language of Peer Consultants was discussed and tabled. The discussion will resume at our next meeting after further information is obtained.

Certified Attendance Matrix:
A draft of a certified attendance matrix was reviewed and dialogue was had around the matrix. Input was given by the team and questions will be addressed to our Human Resource Department related to topics raised by the team. The matrix is modeled after the current classified attendance matrix.

Our next IBB session will be held on June 5th at 1:30 at AMAC. We will discuss the follow-up information related to Peer Consultant Contract Language, the Certified Attendance Matrix and the team will receive a report from Susan Willis, Chief Financial Officer, related to the budget process.

The Interest Based Bargaining (IBB) team convened for the third meeting of this year’s negotiation session. The IBB team comprises representatives from both the United Teachers of Wichita (UTW) and representatives for the Wichita Public Schools Board of Education (BOE).
Our third session’s agenda included discussing Standards Referenced Grading, the Number of In-Service Days and Peer Consultant Contract Language.

Below is a summary of the discussion:

Standards-Referenced Grading (SRG):
The team began the meeting discussing the SRG presentation given by Dr. Andi Giesen at the previous meeting. Additional concerns were discussed regarding implementation and communication. Information will be shared with district leadership and will be revisited at a following IBB meeting.

District and Building In-Services:
The IBB team also discussed the number of in-service days and their effectiveness. Ideas for increasing the effectiveness were shared, including the importance of having professional collaboration at all levels. The team agreed that in-service next year should include instruction and application time to learn how to implement topics related to instruction and curricula. The IBB Team will also review professional learning survey questions to ensure more comprehensive feedback is provided for professional learning at the building level and district level.

Our next IBB session will be held on May 15th at 8:00 a.m. at AMAC in room 503. We will discuss the follow-up information related to SRG, Peer Consultant contract language and a dialogue around certified attendance matrix.
