Tentative contract agreements reached with teachers and service employees

Wichita Public Schools is pleased to announce that the negotiations teams from the Wichita Public Schools and United Teachers of Wichita, and WPS and the Service Employees International Union as well as the SEIU security bargaining unit, have reached tentative agreements for the upcoming school year. The average increase of each bargaining unit’s compensation is valued at more than 7%. Highlights of the tentative agreements include: 

  • 2.5% salary improvement; 
  • One step movement, if eligible; 
  • One step catch-up for those employees behind on steps*, if eligible; 
  • Second step catch-up for those employees behind two steps*, if eligible;
  • Career ladder movement, if eligible;
  • Track movement, if eligible; 
  • Longevity movement, if eligible; 
  • No increase to the employee health insurance premium for the 7th consecutive year; and 
  • 4% one-time lump sum bonus, split into two payments, for those who qualify**.  


*One or two step catch-up: 

A one or two step catch-up will be paid to eligible staff who are one or two steps behind from those years when steps were not negotiated, conditional upon the staff member not being maxed out (a) on steps on the salary schedule; (b) with the one step movement offered, or (c) with the first step catch-up as part of negotiations for 2021-22. 


**4% one-time lump sum bonus (split into two payments):   

  • A 2% lump sum bonus based on the improved 2021-22 base salary schedule will be paid to all staff actively employed by the district (employed by 8/12/21 for certified; 8/16/21 for classified) who also worked for the district during the 2020-21 school year. 
  • This tentative agreement applies to employees in positions covered by the respective employment agreements. 
  • Any employee on a leave of absence for the entire 2020-21 school year is not eligible for this bonus. 
  • New hires for the 2021-22 school year would not be eligible for this bonus. 
  • An additional 2% lump sum bonus based on the 2021-22 base salary will be paid to all staff who are actively employed by the district as of 5/26/22. 
  • Longevity earnings will not be calculated into the one-time lump sum bonus.
  • This additional 2% bonus would be paid to any employee on Short-Term Disability or FMLA on 5/26/22. 
  • This bonus would not be paid to terminated employees or any employee on a leave of absence for the entire 2021-22 school year.


Additional components of the certified/UTW tentative agreement include: 

  • Adopting the parental leave language tentatively accepted in a previous negotiations meeting.
  • Adopting lesson plan language presented by the BOE team at the 7/7/21 meeting (additional detail will be forthcoming from UTW).
  • Adopting a tentative agreement around the Marzano Workgroup memorandum of understanding on performance evaluations.                       
  • Adding Robotics Sponsor and eSports Coach to the supplemental salary schedule.
  • Increasing National Academic League sponsor supplemental from Level B to Level C.
  • Increasing time for nurses to complete required paperwork, from 40 minutes to 60 minutes per week.
  • Increasing IEP workdays for IEP Managers from 2.5 to 4 days.


Additional components of the classified/SEIU tentative agreement include: 

  • Memorandum of understanding (MOU) regarding pay for paraprofessionals temporarily covering classrooms.
  • MOU regarding pay for paraprofessionals over winter break.
  • MOU regarding lunch assignments for classified employees.
  • MOU regarding paraprofessional position upgrades to .88 FTE.


Both UTW and SEIU will take these tentative agreements to their respective membership, and if ratified by members, will go to the Wichita Board of Education for final approval. Additional details about pay schedules will be provided to employees following final approval.
